LOWVILLE - William C. "Bill" Higby, 68, formerly of S. State Street died Tuesday, November 1, 2011 in Lake Katrine, New York. Born in Lowville on May 17, 1943 the son of the late Dr. Willard C. and Marion E. Cummings Higby, he graduated from Lowville Academy Central School 1961. Bill enjoyed his daily walks with his dog Missy. He was a member of the Bethel Church Of Nazarene. He is survived by his brother and sister-in-law, Dr. Richard F. and Vie Higby of Croghan; a nephew, William A.Higby of Philadelphia, an uncle Richard Cummings of Glenfield; and his cousins. A niece Christine Higby died before him. A memorial service for William C. "Bill" Higby, will be on Sunday, November 20, 2011 at 1:00pm at The Bethel Church of Nazarene, with Rev. James Trainham, assistant pastor, officiating. Private burial in Turin Cemetery.
